Water and Open Government: A step by step city guide

The future of the world is in cities: by 2050, roughly two-thirds (68 per cent) of the world’s population will be living in urban areas. A vast majority of this population will be living in an increasingly water-scarce world, and in overcrowded slum areas with inadequate and often non-existent Water supply, Sanitation, and Hygiene (WASH) services.

Cities are faced with multitude of WASH challenges and adopting open government reforms have the potential to improve the local governance and performance of water services along with empowering citizens, civil society, and other groups to take collective action to achieve sustainable and resilient outcomes. A focus on strengthen linkages between water and open government reformers and mobilising actions towards this, will help create the enabling environment needed to improve water and sanitation governance.

Towards this the Community of Practice on Water and Open Government (a collaboration between Water Integrity Network (WIN), the World Resources Institute (WRI) and Fundación Avina within the Open Government Partnership), has developed a guide for city stakeholders to collaboratively develop and implement water and open government actions and commitments.

It provides a step-by-step methodology, coupled with a set of tools and resources that will help cities to strengthen the open government reforms in the urban Water, Sanitation, and Hygiene (WASH) sector. This will further enable improved coordination between open government reform and water stakeholders, strengthening users’ cooperation with the government through the engagement of the Civil Society Organisation (CSO), and inform action planning around water and open government at the local level.
